It seems the Gestapo division of the Goodwill is at it again. Apparently they don't want people going through the bins until the workers have put things on shelves. This makes no sense. If anything, the customers rummaging through the bins helps because A.) It saves the workers tedious time putting stuff that people huddle around them for anyway. B.) Some of the customers themselves put things on the shelves for the workers. I don't see this rule lasting, it will probably be enforced by the workers who just hate their lives and their job.
